Main Accountabilities:
· Should be able to Review Engineering Drawings and prepare Bill of Quantities for projects ranging from small facilities & maintenance works to large construction projects (up to AED 150M), take out quantities of civil, electrical, plumbing, HVAC, Fire Fighting, LV systems like Voice, Data, Access Control, BMS Control, Lighting Control etc.; price projects with UAE market based rates; and prepare technical and commercial RFQs (to suppliers, subcontractors & consultants) and bids and follow up until finalization.
· Should be able to prepare Tender and Contract Documents including detailed Bill of Quantities for Main Contract, technical Subcontracts Agreements for specialized works, Purchase Agreements for supply of material/equipment etc. and incorporate AutoCAD drawings and specifications. (The company already has a standard Subcontract and Main Contract documents. The Candidate should be able to build on these company format documents).
· Should be able to prepare technical RFQs (composed of a BOQ + AutoCAD drawings + relevant work specifications) for various Provisional Sum/Cost Items in a Main Contract and independently liaise and negotiate with suppliers, subcontractors, main contractors, and consultants to finalize the technical specifications; and prepare evaluations and cost comparisons to finalize the quotations.
· Should be able to work with the company’s purchasing department to source building, construction and related items from local and overseas markets.
· Should be able to send enquiries and obtain and analyze prices, prepare material and labor cost estimation and bid prices, conduct negotiations with suppliers and subcontractors.
· Should be able to prepare a List of Technical Queries and address/find solutions to technical problems and queries by tapping into various sources in market (knowledge from suppliers, subcontractors, consultants, product catalogues, the internet, etc.)
· Should be able to quantify variations as per revised drawings, specifications and follow-up with contractors, consultants, subcontractors, project managers and make site work instructions.
· Should be able to price/evaluate Variation claims from Main Contractors, Subcontractors, suppliers and consultants.
· Should be able to certify Milestone Invoice claims and maintain all backup documentation required for substantiation of claims / invoices from contractors, subcontractors and consultants.
· Should be able to correspond and liaise independently with the Main Contractor, Subcontractors, Suppliers and Consultants on contractual issues.
· Should be able to prepare Preliminary estimation, Budget estimation, Detailed Estimate (with Rate Analysis).
· Should be able to visit the sites for taking physical measurements where necessary and attending site meetings with Main Contractor, Subcontractors, Suppliers and Consultants.
Job specification:
· Degree in Civil Engineering
· 5+ years of experience as an Estimator/Quantity Surveyor in Construction/Fit out Companies.
· Cost Estimation experience is essential.
· Knowledge of building construction, materials, systems, market conditions, trade practices.
· Knowledge of Local Pricing of Commonly used construction materials is essential.
· Self-driven, proactive individual with business mindset and ability to work with minimum supervision.
· Must be able to multitask and meet established deadlines.
· Excellent analytical, oral and written communication skills.
· The Estimation Engineer will also act as procurement specialist leading the supplier selection process with vendors, suppliers, subcontractors, main contractors and consultants; maintaining supplier relationships; and providing support to Project Engineers on the field on projects with varying levels of engineering and facilities complexity.
· Make all contracts for purchase of materials (in coordination with the purchase dept.) and will also make all subcontracts (for supply and delivery of materials and works) in a timely manner to ensure every project is executed smoothly.
· Develop and expand the list of suppliers, subcontractors and consultants the company deals with.
